Removal of Talk To Us and Have Comments Form

How do I remove this form?  I am tired of blocking IP addresses.  The form appears to be part of the index.php and I do not know how to alter it.  Zend does not work from a local computer and I can't load an editor to the server.

If you mean the contact forms that appear on the main page then you will need to edit /tpl/footer.htm and remove them from there + re-upload the new version.

You could always enable captcha on the contact form
